Topic 4 - Highly Commended

Over the last 18 months, the team at Leeds Asphalt have been working to renovate and reorganise the layout of transport and pedestrian routes around site. The operation has recently become focussed towards managing an increased “collect and go” asphalt trade. The site can have hundreds of utility type vehicles visiting daily. The team have completed numerous different improvements in relation to collect and go traffic movements, which has further benefited the other vehicle types (lorries, cars, van, delivery, mobile plant) we have on site daily. Measures include:

  • Installation of a traffic light system
  • Introduction of a new returned asphalt / waste tipping bays, recorded and managed via waste transfer notes.
  • Collect & Go shop. We offer / provide the tools of the trade for our customers
  • White lining around the site
  • Creation of a new safe parking area
  • Workshop relocation
  • Rail Unloading adaptation
  • RAP Management ‘Safe Space’

Part of the reason for introducing these improvements arise due to recorded near hit events, and the team’s willingness to eliminate the risks presented by near hit incidents.

One incident was from a contractor van entering the bulk aggregate / cold feed area at the Leeds Asphalt site. The occurrence resulted in no harm being done, but the team deemed it necessary to take immediate corrective action.

Another recent near hit we were keen to correct related to visitors, traffic, and pedestrian management. A member of the public entered the premises on an unauthorised basis. The person was on foot and proceeded to video record some of the mechanical processes on site without permission or supervision. The event was quickly picked up on, by the team, and after being approached & questioned on why he decided to enter the site, he stated he would not have done so if the front entrance sign had stated “Permitted Access Only”.

As a team we believe we have covered these two areas of the ‘Fatal 6’:

  • Workplace transport and pedestrian interface
  • Road Traffic Accidents
